Indexing signed commands

Loading the compact discovery catalog. Full command documentation stays on the existing binary reference pages.

Two paths, no duplicate manual. Base commands, sudo state, and usage syntax come from the generated signed CLI metadata. CLI Reference opens the exact command anchor; Guide opens the curated operational context for that binary. Warnings use the dashboard's command-name heuristic plus explicit DANGEROUS or DESTRUCTIVE metadata. A missing warning does not mean a command is safe. Sub-commands are indexed too. A command group such as sudo routing-switch providers also gets one row per verb (providers import-config, providers connect-fastest, and the rest of its twenty), taken from the same signed help row, so searching a verb by name finds it. The index follows the help metadata published with the released binaries; open the CLI Reference or run the binary with --help when a verb you expect returns nothing.
